When using a catalog index image from registry.redhat.io, the install-dynamic-plugins init container must authenticate with the registry. Unlike container images pulled by the cluster nodes (kubelet), the skopeo tool used inside the init container does not automatically inherit cluster-level authentication credentials.
This issue tracks the documentation needed to guide OpenShift customers on how to configure registry authentication for the init container.
