Update dynamic plugin factory workflows to allow for publishing for multiple RHDH versions

      Update the build workflows in the dynamic plugin factory repo to publish for multiple RHDH versions rather than only the current one to support the current versions of RHDH. Also add temporary PR builds for testing purposes.
