EPIC Goal

This EPIC is responsible for all of the changes required to update the https://github.com/redhat-ai-dev/llama-stack repository to Llama Stack 0.3.x (0.3.4 most likely).

This is critical because Lightspeed Core https://github.com/lightspeed-core/lightspeed-stack has moved to 0.3.x and we cannot consume their latest changes without updating.
