As a user, I want to configure notifications from ArgoCD to Backstage to get updates about pipeline runs, syncs etc.

Background

Based on the spike done earlier, instead of adding support for notifications directly to the redhat-argocd plugin, we can provide documentation for users on how to configure notifications directly between their ArgoCD instances and the notification plugin within Backstage. That way, the notifications are fully customizable - both their texts and the triggers.
