Integrate the Resource Optimization Backstage plugin into RHDH 1.9 Extensions Catalog.

Acceptance Criteria

1. Add Plugin to Dynamic Plugins Overlay Repository

• Create PR to add Resource Optimization to the dynamic plugins overlay repository
• Convert to RHDH dynamic plugin format using https://github.com/redhat-developer/rhdh-cli
• PR merged and plugin available in builds

2. Extensions Catalog Integration

• Create catalog entry with metadata:
  • Plugin name and description
  • Maintainer/support status
  • Version information
  • Basic configuration parameters (app-config.yaml, dynamic-plugins.yaml)
• include in list of plugins to productize: https://github.com/redhat-developer/rhdh-plugin-export-overlays/blob/main/rhdh-supported-packages.txt
• onboard plugin + package(s) to prodsec, pyxis, and konflux-release-data repos; generate a pipelinerun. See RHIDP-10979 for example

3. Manual Testing

• Basic manual testing: plugin installs and activates in RHDH
• Verify plugin does not destabilize the system
• Verify https://gitlab.cee.redhat.com/rhidp/rhdh-plugin-catalog/-/blob/rhdh-1-rhel-9/build/ci/sync-midstream.sh still works, including the new plugin/package(s)
