Update signInPage config to accept array of auth providers

      Task

      As an engineer working on RHDH, I want to be able to list multiple auth providers in app-config.yaml so that I can enable authentication with multiple auth providers easily. 

      Background

      Currently, the `signInPage` config only takes in a single provider (string). Update this to accept an array.
