As an engineer working on RHDH, I want to https://github.com/backstage/backstage/issues/31737 implemented so that we fit our catalog based MCP action/tools in the correct portion of backstage upstream

Background

johnmcollier recently confirmed that we should do catalog related MCP tools (via backstage actions) in the backstage/backstage repo instead of community plugins 

@John Collier and rh-ee-jdubrick also confirmed in last week's Framework SIG that auth/rbac is currently handled for those backstage/backstage actions as long as we leverage the credential passed into the action tool call
