Prepare release notes for MCP in RHDH 1.9, based on the process outlined here: https://docs.google.com/document/d/1KFMkRVTkbDIhyZviZcuVn9UfJp64lKmokzT4ftMrj4w/edit?tab=t.0#heading=h.afxqdu5skyve 

The release notes should go in the "Release Note Text" field in the parent RHDHPLAN-222 feature, with the "Release Note Type" set to "Developer Preview".

The release notes themselves should cover:

• New MCP tool functionality (software template tools, catalog register/unregister)
• New MCP backend server version
• UI updates (MCP tool trail)
• Also clarify Dev Preview support level in the feature title + label
