HR, Sales, Procurement are all top level Classification but if its TechSupport, there is an additional classification to determine if its RAG support or if we need to use the Kubernetes MCP to gather info.

Either way, we use the Github tool to create an issue for it by passing in content from either approach (RAG or Kubernetes MCP) in the prev step.
