As a QE engineer working on RHDH, I want to update the test plan for version 1.9 to include PostgreSQL 17 testing so that the manual QE testing matrix reflects the new database version support.

Background

With RHDH 1.9 adding support for PostgreSQL 17 as an external database, the QE test plan needs to be updated to include PostgreSQL 17 in the testing matrix. This ensures manual testing covers PostgreSQL versions 14-17 across all supported cloud platforms (AWS RDS, Azure Database for PostgreSQL, GCP Cloud SQL).

This task is part of the epic RHIDP-9358 (Support PostgreSQL 17 external db in RHDH).
