remove entries in plugin_builds/ for plugins that have moved to community to avoid warnings in checkPluginsExist.sh

Of 62 plugins:
 > 13 tags not found at quay.io
 > 17 empty files in plugin_builds/
 > 31 found at quay.io for the required tag

      So 3 things to fix:

      • counter is off; should be 61 – FIXED
      • empty files should be removed
      • and empty files should NOT recreated by sync-midstream.sh
