Based on the agreement from f2F (https://docs.google.com/document/d/1lJnDe4Rb0IUcGx2dkqdz_DezLNjQzxaQxL6fah3YPYQ/edit?tab=t.0#heading=h.slqcdr6uf5ha) 

The agreement was to implement the following setup

• if there is no special need to align with upstream our repositories should use Prow based `/lgtm` workflow with auto-merging enabled (merge bot merges PR automatically when it is approved and tests are passing)
• PRs are never merged manually, only openshift-merge-bot should merge PRs (test can be overridden by /override)
• rhdh-plugins use the same system as upstream  backstage/community-plugins
• overlay repository - ?? TBD
• PRs require just one review
