Task Description (Required)

Write up the recipe we have for enabling model catalog (both plugin and bridge) that we have implemented in the rolling demo gitops and will start spiking on with the new install CLI (though use of that as an install mechanism for 1.8 is very much a stretch / TBD)

• creation of the SA and RBAC for the bridge
• update of the backstage CR or deployment (based on operator or helm chart)
• update of dynamic plugins config 
• update of app config
