In RHDHPAI-607, we'll be extending our Model Catalog Plugin + Bridge to create techdocs for the model and model server resources.

As part of this issue, investigate and develop ways for the Model Catalog plugin to create techdoc entries for the model catalog entities that it ingests into RHDH.

For summit, we'll focus on the following to surface techdocs for model catalog entities

• update the schema so we have a k/v annotation field on model server and models
• update the normalizer to take the tech doc model registry k/v pair and set a new annotation on model and/or model catalog
• update the plugin to take the new annotation and set the well known tech doc annotation in backstage
