Mirror outside Container Images to quay.io/redhat-ai-dev repo

      Task Description (Required)

      In our current AI Templates, we have images from outside source like 
      quay.io/rh-aiservices-bu/vllm-openai-ubi9:0.4.2 
       
      If we are unable to determine the source repository or the team for such images, we should mirror them to our quay.io/redhat-ai-dev repository to prevent any unseen outages.
      We should scan our repository and do the same for other images.
