      In order to accomplish the goal of allowing users to deploy locally instead of to Openshift/K8s we need to incorporate a parameter that users choose the type of deployment the want. If local deployment is chosen then anything that relates to deploying to other avenue should be disabled and not run. 

      This should ensure that all content associated with deploying locally is included when the local option is selected. There should be generated scripts for building/pushing images as well as facilitating the deployment. Additionally, there should be sufficient documentation about what the scripts do and where users can find additional resources.
