The team ROSA cluster is currently on OCP 4.15.x. 4.16 has now been out for a while and should be fine to upgrade to

To upgrade:

1) Log in to console.redhat.com under the team OCM account (credentials stored in bitwarden)

2) Navigate to the "redhat-ai-dev" cluster (https://console.redhat.com/openshift/details/s/2hpwrQFhxBkZN0n4iyRA5rXiYKg#overview)

3) Provide permission to upgrade to OCP 4.16

4) Ensure all installed operators are not in an error state (and open issues for any failing ones)
