Task Description (Required)

After the completion of DEVAI-38 and we move to fully using the ai-rhdh-installer instead of RHTAP to setup resources to deploy software templates we will need to make a final adjustment to the templates.

Currently it is hardcoded for the argocd namespace to be `rhtap`, see here. We will need to change this value to the new default, `ai-rhdh` once we make the switch to the installer.

Additionally, we will need to update the default deploy from `rhtap-app` to `ai-rhdh-app-development`.

With the addition of the namespace setup task as part of DEVAI-31 we will also need to update the Tekton Task reference in `ai-lab-app`, see convo here: https://github.com/redhat-ai-dev/ai-rhdh-installer/pull/8#discussion_r1790784438
