Task Description (Required)

Publish the https://github.com/redhat-developer/rhdh-plugins/tree/main/workspaces/ai-integrations/plugins/catalog-backend-module-model-catalog as an OCI based plugin that is available for RHDH 1.8

Per discussion between johnmcollier and gmontero@redhat.com we need to update the package.json to make the plugins public (we think this will handle the NPM publish as well) and the make the requisite updates in https://github.com/redhat-developer/rhdh-plugin-export-overlays 

Should be able to pattern off what happens for lightspeed in 1.7, as well as the RHDHPLAN-43 MCP tool plugins.
