As a developer, I want to be able to customize the home page of RHDH to the level where I can completely replace it with something new from a plugin. 

Background (Required)

We want to use RHDH to create a sandbox experience. For that we'll need a completely new landing page for this RHDH instance. 

Acceptance Criteria (Required)

• Should explore the possibility of disabling the home page of RHDH.
• Should explore replacing the home page with a new page from a plugin.
  • If replacing is not possible, then can we customize the default home page so much that it looks and feels like the sandbox landing page?
  • All the customization needs to happen using a new sandbox plugin.
• Should explore the customization of login page.

Done Checklist

Code is completed, reviewed, documented and checked in
Unit and integration test automation have been delivered and running cleanly in continuous integration/staging/canary environment
Continuous Delivery pipeline(s) is able to proceed with new code included
Customer facing documentation, API docs, design docs etc. are produced/updated, reviewed and published
Acceptance criteria are met
If the Grafana dashboard is updated, ensure the corresponding SOP is updated as well
