Task Description (Required)

Allow the proof of concept model catalog plugin (https://github.com/redhat-ai-dev/rhdh-plugins/tree/main/workspaces/rhdh-ai/plugins/catalog-backend-module-rhdh-ai) to be packaged and built as a dynamic plugin / OCI artifact.

The artifact should be published to quay, and should be runnable on remote RHDH instances.

The lightspeed plugins (https://github.com/redhat-developer/rhdh-plugins/tree/main/workspaces/lightspeed) already have a build for this configured, so it should provide us a starting point.
