Story (Required)

As an engineer working on AI Applications I want to be able to integrate my 3Scale instance with my RHDH AI installation.

In order to achieve that the RHDH AI installer needs to be able to enable the 3scale RHDH Plugin if specific flags are provided to the installer.

Background (Required)

After the investigation made for https://issues.redhat.com/browse/DEVAI-87 we can now proceed with the implementation of the support of the 3scale RHDH plugin.

Things that don't have to do with the enablement of the 3scale plugin.

Approach (Required)

We can add some flags to the RHDH installer where the user can provide the `baseUrl` and the `access_token` for their 3scale installation. If those values exist the installer should try to enable the 3scale plugin and the content of the APIs should be synced with their 3scale instance. As a result the user should be able to see all APIs registered on the 3scale side.
