leap-second/leap_hrtimer: Failed by local watchdog through timeout

      Test case "general/time/leap-second/leap_hrtimer" is running out of time on aarch64 and ppc64le machines. At the very least I have seen this happen on 94z and 92z, but others could be affected as well.

      The thing is that while x86_64 takes hour and a half to complete, those two architectures go on for more than 3 hours until stopped. The logs do not seem to show any specific error happening, so maybe they are just slow, or maybe the have something getting stuck.
