if you look at the Section 5.5

5.5. Configuring a local password policy using the command line

you will find that :: Currently, you can only set up a local password policy using the command line ::

but we can create a local policy via webconsole as well

on webconsole:

Select the Database tab
Select Local Policies ( in the left pane )
On the right pane, select the “Create A Policy” tab

so i would request you to please correct the same in our product document
