[RHEL10] switch port enable fault exhausts NVMe reconnect attempts, resulting in path loss when configured with inband-auth.

      What were you trying to do that didn't work?
      Induce serial swith port block fault (port disable / enable)  (or) During NetApp Storage Controller failover (during giveback).

      What is the impact of this issue to you?
      After port enable, Host NVMe/FC Path validation check fails 

      Please provide the package NVR for which the bug is seen:
      Kernel: 6.12.0-55.7.1.el10_0.x86_64   
      nvme-cli: nvme-cli-2.11-5.el10.x86_64
      HBA: QLE2872 FW:v9.15.00 DVR:v10.02.09.300-k  
      ONTAP 9.16.1 ASA.
      Brocade G620. 

      How reproducible is this bug?: Consistent / During Regression runs. 

      • Issue is agnostic of the server & HBA make. 
      • Issue is agnostic of the host switch port or controller switch port block. 
      • Issue is not seen with RHEL 9.6 builds. 
      • Issue is seen with the nvme/FC subsystems configured with InBand-Authentication configuration. 

      Steps to reproduce
      1. Disable switch port.  nvme controller Path dies in 30s. 
      2. sleep for 120secs for paths to settle. Perform path validation. 
      3. Enable switch port.  RCSN is notified & nvme auto connect attempt starts. 
      4. sleep for 120secs for paths to settle. Path continues to reconnect every 2sec & fails after 300 attempts. 

      Expected results: Once the Brocade switch port is enabled, we expect the nvme/fc multipath to cover with a successful nvme reconnect attempt. 
      Actual results:   NVMe reconnect exhausts (300 attempts) after port enable, leading to nvme controller removal. 

      Workaround: Disable path validation check.
