NM_CLOUD_SETUP_OCI for Oracle Cloud Infrastructure (OCI)

Suggestions for improvement:

Add the missing variable to step 2ii.

Additional information:

• The variable was added in 9.6. Don't backport to the RHEL 8 docs.
• The section is not available in the RHEL 10 version of the guide.
