Describe the issue: The RHEL 10.0 release notes mention that mod_security was removed from RHEL, but is now available from the EPEL repository. This is false. It has been requested for EPEL, but the maintainer has not taken action yet.

Impact of this issue: RHEL users may begin migrating to RHEL 10 based on the expectation that they can install mod_security from EPEL. If they rely on this package then they'll need to pause or even revert those migration efforts.

Suggestions for improvement: Do not claim that the package is available from EPEL.
