Describe the issue:
I have a RH developer account. I have downloaded the full RHEL 9.4 iso onto a flash drive and installed it onto a bare-metal disconnected, non-internet connectable system. The goal is to evaluate Podman as a container tool, comparing it to Docker. However, I cannot install Podman as I get registration errors and repo enablement errors. The target development system cannot be connected to the internet. There is no documentation I can find on the Red Hat site or online to enable me to proceed with the evaluation of Podman.
