I have a pay as you go Azure RHEL version 8 virtual machine and it's 'missing important repos for example when I try to run this command: [dnf module list postgresq]I get this error: [Error: No matching Modules to list]

I have a pay as you go subscription managed by our system team in Microsoft Azure. 
VM: RHEL version 8 and it's 'missing important repos. 
Can't install Ruby, PostgreSQL, ghostscript, and many more.
