The action framework has a function which will run all of the Actions. After the Actions have been executed, the status of the Actions (success, failure, or could not run) and an optional message about the status and how to remediate any problems will have been recorded in a data structure. We need to write a function which will take that data structure and emit a report for the user to read.

This work is blocked by the action runner being written so that we know the format of the data that it will record.
