Currently, the RHSM rollback task will only be visible if we are not using the --keep-rhsm option. In order to always see the text that a *possible* rhsm rollback is happening, we need to move this log statement to happen before the condition that we skip if --keep-rhsm is present.

• Move the RHSM rollback title to always print in the rollback phase.
