The check making sure the organization is specified by the user is currently skipped when you don't specify the organization on the command line AND you pass the activation key through either the CLI OR the config file.

Acceptance criteria:

• The conversion does not proceed when we detect that either organization or activation key was passed to the tool one without another.
• A unit test is added to make sure this inhibitor works well.
