Currently we're checking whether the system is updated to the latest available packages (OAMG-4659). However because we want to add support for older minor versions (EUS - OAMG-6508) we need to check whether the system is updated with the latest package updates for the specific minor version they are on.

This can be done by using specific CentOS/OL/Alma/Rocky/Scientific repofiles hardcoded in their configs (OAMG-6511).

In case of an offline system, print a warning that they need to make sure their system is up-to-date and move forward.
