confusing rollback message when error in PONR phase

      During the verification of the https://issues.redhat.com/browse/RHELC-788 I've found
      this message in the report. It is in the PONR phase, just before the end when some error happens. There is a mention of a rollback, but the rollback does not happen at this stage at all. 

      CRITICAL - The conversion process failed.

A problem was encountered during conversion and a rollback will be initiated to restore the system as the previous state.
Writing breadcrumbs to '/etc/migration-results'.
Writing RHSM custom facts to '/etc/rhsm/facts/convert2rhel.facts'.
