DUPLICATE_PACKAGES error raised with confusing diagnosis

      Even if we get invalid output from the package-cleanup call in the duplicate packages check, we consider it as duplicate packages are present on the system.
      This can lead to a false negative result in the action and confusing diagnosis message on top of that.

      Description: The system contains one or more packages with multiple versions.
      Diagnosis: The following packages have multiple versions: Error: Failed to download metadata for repo 'Satellite_Engineering_Alma_Linux_8_BaseOS_8_8_x86_64': Cannot download repomd.xml: Cannot download repodata/repomd.xml: All mirrors were tried.
      Remediations: This error can be resolved by removing duplicate versions of the listed packages. The command 'package-cleanup' can be used to automatically remove duplicate packages on the system.
