Satellite clients that pull their 3rd party content from Satellite are not able to convert. They fail to download the packages it wants to backup such as oraclelinux-release or oracle-logos

Note: this seems a regression of https://issues.redhat.com/browse/RHELC-16
Here at 814, I see we started using the BACKUP dir as the repository location and this seems to ignore the redhat.repo which is not backed up.
