Description

Currently, we have two classes that deals with key/certification rollback placed in different modules. Let's gather them up and place in their own unique place to handle the backup accordingly to what they do.

Acceptance Criteria

Move RestorableRpmKey to that module
Move PEMCert to that module
Rename PEMCert to RestorablePEMCert
