Do not inhibit on failure to check if packages are up-to-date

      We have a check that makes sure that all packages installed on the system are up-to-date. When the check fail for some reason (e.g. network issue) we inhibit the conversion and we allow overriding that inhibitor through the CONVERT2RHEL_PACKAGE_UP_TO_DATE_CHECK_SKIP environment variable.

      This check is not critical for the conversion though. When there's no internet connectivity, we simply skip it. It shouldn't be a blocker for the conversion when we can't query the latest available versions of installed packages. It should rather be just a warning.

      Acceptance criteria:

      • The PACKAGE_UP_TO_DATE_CHECK_FAIL Action result is changed from OVERRIDABLE to WARNING
