Goal: 

As a release engineer, I want to manage our IAM changes with Terraform, so that we have version control and code reviews on the changes we're making in our AAIET AWS account (851725220677)

We did not have full version control on the IAM settings we created in the past for InstructLab. Since we're creating a new service account (RHELAI-4742) and winding down our existing ones, we have the opportunity to change the way we work and track these changes fully in Git.

Acceptance Criteria:

• We have a Git repo and CI/CD pipeline that applies our team's Terraform configurations to our AWS account automatically
• Anyone on the Midstream Integration team can make changes
