Goal:

• As a developer, I want to ensure that DIIP passes on our current instructlab updates, so I have confidence that future instructlab updates are safe.

DIIP failed to start vllm on these MRs that updated instructlab:

1. Updating instructlab to v0.26.0
2. Updating instructlab-training
3. Updating instructlab to v0.26.1 (in main branch, in 1.5 branch)

We should diagnose why vllm is failing to start in these recent runs and get these tests back to green.
