Torch and the majority of ML / AI packages support NumPy 2.x for a while. Some remaining packages will gain support for NumPy 2.x very soon. A few packages like Pandas even require NumPy 2.x. InstructLab is pinning to "numpy < 2.0.0" and is holding the RHELAI distribution back.

Please remove the version pin in the InstructLab 0.27, so we can ship recent and supported versions of packages. The change can and should be implemented after RHELAI 1.5 release.

Goal:

• Support installation of InstructLab with NumPy 2.2 or newer, so InstructLab supports recent versions of packages like Pandas.

Acceptance Criteria:

• InstructLab packages don't have a version cap "numpy<2.0" and can be installed with latest NumPy 2.2.5 or newer
• InstructLab packages stay compatible with NumPy 1.x until the Intel Gaudi stack supports NumPy 2.2, too.
