We are updating submodlib to 0.0.1 as requested by AIPCC-956. We have encountered a few problems in doing that.

First, the previous version we packaged was 1.1.6. Introducing a lower version number as a newer package may cause problems ensuring the right package ends up in the build. We can address those downstream, but it would be better if we worked with the authors to be consistent in their versioning.

Second, the package is released to pypi.org as "submodlib-py". However, the metadata for the package produces a file with the name "submodlib" in it. This is going to make it difficult to express the dependency from instructlab-sdg to submodlib properly.
