Goal: 

main_ds.py is the main entry point to the training library today. This is a great utility catch-all, but could be more generally useful as a set of modules. Design a new structure for the current featureset of main_ds.py which will inform the scope of work for modularizing this functionality

Acceptance Criteria:

A set of stories are created as a result of this spike with each one describing a module to be created in the training library.
