Goal: 

• As an instructlab SDG developer, I want to easily get my new releases into a downstream RHEL AI product, so that my customers will run the latest updates, I understand what my customers are running, and I know how to coordinate upstream work to satisfy downstream priorities.
• As an instructlab release engineer, I want to create new downstream RHEL AI product builds as soon as the instructlab SDG developers ship a new version of the instructlab-sdg library, so that I can deliver builds to QE quickly and I reduce manual work.

Acceptance Criteria:

• We do not edit sdg's version number in requirements.txt by hand.
• When the SDG developers have tagged an upstream release, we begin the process of getting that change downstream automatically.
• Everyone in AIPCC and ilab can observe and understand the process.
