Description: The local version of the UI should give the users the ability to download the entire taxonomy with their updated submissions. This allows users to feed something directly into the ilab data generate command.

Acceptance Criteria: A list of verification conditions, successful functional tests, or expected outcomes in order to declare this story/task successfully completed.
