Goal: 

• As a release engineer, I want to update the SDG version in the requirements-pipeline repo from 0.7.1 to 0.7.2 as well as the core `instructlab` version  so that RHEL AI 1.4.3 can be built using the latest `instructlab` wheel alongside the latest `instructlab-sdg` wheel.

Acceptance Criteria:

• update the SDG pin from 0.7.1 to 0.7.2
• update instructlab version
