UI skills yaml creation process - 'version' and naming conventions and more

      Expected behavior

      • In using qa.ui.instructlab version of the UI, I tried creating a skills qna.yaml file. While documentation expects the 'version' of skills yaml files to be '2', the yaml I got at the end had 'version: 3'. We should be in sync with our documentation. 
      • The downloaded yaml I got was also named 'skill.yaml' instead of 'qna.yaml'
      • The only location option was under 'grounded' skills, I think we can add compositional skills as well.

      • Provide the output of these two commands:
        • sudo bootc status --format json | jq .status.booted.image.image.image to print the name and tag of the bootc image, should look like registry.stage.redhat.io/rhelai1/bootc-intel-rhel9:1.3-1732894187
        • ilab system info to print detailed information about InstructLab version, OS, and hardware – including GPU / AI accelerator hardware
