Checklist:

1. Asses torch candidate version compatibility across hardware variants. (i.e. Intel cuts large releases dependent on particular builds of torch that we need to be aware of. Same goes for ROCm drivers, afaik).
2. Bump `torch` to new upper-bound or pinned version in `instructlab/instructlab` repository. Open a PR with this singular change on `main` branch.
3. Trigger all existing E2E tests for this PR.
4. If E2E test pass, run in-depth per-dependency tests. If tests fail, diagnose root cause and triage for affected sub-component.
