RHEL AI 1.3 Intel: Bootc image in the install ISO does not point to a floating tag

      To Reproduce Steps to reproduce the behavior:

      1. Install ISO for Intel Gaudi
      2. Once installed, check the bootc status
      3. [root@localhost redhat]# bootc status

      1. The image: registry.redhat.io/rhelai1/bootc-intel-rhel9:1.3.1-1734010021 will prevent the upgrade to work
      2. As a workaround, customer should change the bootc image to the floating tag and the try the upgrade procedure.

      Expected behavior

      • The image should be pointing to the 1.3.1  floating tag and not a fixed tag.
