Incorrect ROCm version installed in bootc-amd container

      To Reproduce Steps to reproduce the behavior:

      1. start a 1.3 bootc-amd container
      2. Check the version of rocm-core:
        rpm -q rocm-core
      3. observe that it is 6.1.2:
        rocm-core-6.1.2.60102-119.el9.x86_64

      Expected behavior

      • ROCm 6.2.3 should be installed for RHEL AI 1.3 AMD images

      Device Info (please complete the following information):

      • Hardware Specs: x86_64, MI210 or MI300X
      • OS Version: RHEL AI 1.3
      • Python Version: Python 3.9.18 (in the bootc container, not the instructlab-amd container wher ilab is running)
      • InstructLab Version: NA (instructlab isn't installed in the bootc container)

      Additional context

      • This is not a huge issue since the ROCm bits that are installed in the bootc-amd container are only used for things like amd-smi or a few utilities.
      • Since this does not affect the workings or performance of the instructlab-amd container inside the bootc container, this is not a blocker
      • There is a rocm yum repo file in the containers/bootc-amd git repo which defines the ROCm version used for the bootc container and that is independent of the rocm yum repo that is in the containers/instructlab-amd git repo
